The Measure Circle Command allows you to perform circular measurements. Measured parameters include the radius, the perimeter, and the area of the circle. One example of use would be the relocation of a power grid point whose distance has to be constant to the adjacent grid point. Hence the radius from the adjacent point to the point to be relocated is measured. In combination with the snapping tools (see also Snapping) located on the bottom-right of the user interface, you can achieve precise mesurement results:

To snap to a point, hover the mouse over the designated point until the brown cross symbol appears on the point. Move the circular-shaped mouse cursor over the brown cross symbol, and then click on the vertex to set the center point of the measure circle. Draw up the circle until you reach an end point of the circle radius. Snap to the vertex again, and click on the point to finalize the circle measure.
